Democratic leaders in the Senate continue to demand fairness

When Republicans seized control of the evenly divided Virginia Senate last month, Democrats accused their counterparts of making a heavy-handed power grab with the aid of Lt. Gov. Bill Bolling's tie-breaking vote.

McEachin's legislation, Senate bill 649 would credit Thomas 27 years of service in the VA. Retirement System.

If the bills pass, those benefits would not only cover Thomas for the 27 years but the provision would be applied across the board.

"The retirement piece is new and we had to go through a lot of work to make sure we weren't doing special legislation so it will be available to other people should these unfortunate circumstances repeat themselves," said McEachin.

Additionally, he said Attorney General Ken Cuccinelli had a hand in helping them come up with that provision.

"I would like to thank him for his ideas with this bill. That was the part that he came up with, the VRS option. It was creative and helpful and appropriate to Mr. Haynesworth," added McEachin.

McEachin's SB 656 Unanimously Passes Committee

Legislation that would encourage local school boards to maintain a supply of EpiPens to administer to students suffering from severe allergic reactions appears on track to pass the General Assembly this year.

Senate Bill 656, sponsored by Sen. A. Donald McEachin, D-Henrico, unanimously passed the Senate Education and Health Committee and now heads to the Senate floor. Companion legislation in the House of Delegates, House Bill 1107, cleared the House Education Committee Wednesday on a 20-1 vote.

The bill would authorize a school nurse or a trained and authorized school employee to administer the injection of epinephrine to a student who has a prescription on file or who is believed to be suffering from an anaphylactic reaction.

Include health impacts in regulatory review of power plants

Sen. Donald McEachin of Henrico County and Del. David Englin of Alexandria outlined their proposals Monday at a news conference in Richmond.

McEachin said pollution from the state's electric utilities result in illnesses and premature death.

Proponents cited a study by the Clean Air Task Force that links 647 premature deaths annually to fine particulate pollution from Virginia power plants.

McEachin and Engliln said the State Corporation Commission does not consider public health impacts when it reviews permit applications for new or modified power plants.

In the "State of the Commonwealth" address, Governor McDonnell proposed taking sales tax revenue currently earmarked for the general fund and earmarking it for transportation.

We knew this would mean less money for education and Senator McEachin said as much.

Democrats target Marshall's 'personhood' bill

Virginia Democrats on Thursday went on the offensive against legislation they say threatens to undermine a woman's right to choose an abortion or even birth control.

"Their assault on reproductive rights is a central part of their legislative agenda," he added, citing a survey that he said indicates six out of 10 Virginians oppose personhood bills.

Senate Democrats reject Republican "power grab"

Newly elected Senate Democratic caucus chairman A. Donald McEachin, D-Henrico, said today that the state's Constitution makes it clear that the chamber's re-organization each session "is the prerogative of the elected members of the Senate" adding that "Bolling is not a member of the Senate."

...McEachin took the place of Sen. Mary Margaret Whipple, D-Arlington, who is retiring, as caucus chairman.

McEachin noted that the only other time the Senate was evenly split was in 1996, when power was shared between the two parties. "We see no reason why it should be different now," McEachin said.

In Richmond, Obama rallies support for jobs proposals

Amplifying a message he delivered the night before to Congress, President Barack Obama today urged a crowd of thousands at the University of Richmond to tell federal legislators to support his jobs plan.

“I'm asking all of you to lift up your voices. Not just here in Richmond -- anybody watching, listening, following online,” he told the cheering audience. “I want you to call, I want you to e-mail, I want you to tweet, I want you to fax, I want you to visit, I want you to Facebook, send a carrier pigeon. I want you to tell your congressperson the time for gridlock and games is over.”

One listener who plans to reach out to his congressman is state Sen. Donald McEachin, a Henrico County Democrat who lives in House Majority Leader Eric Cantor's district, which is also home to the University of Richmond.

“I hope Cantor's listening because we need to pass it now,” McEachin told reporters after the speech. “And, by the way, I'm Cantor's constituent, so I'm telling him, ‘We need to pass it now.’”?
